S. Hrg. 106-1049 - REPORT OF THE COMMISSION ON THE ADVANCEMENT OF
FEDERAL LAW ENFORCEMENT
Federal
law enforcement agencies, including theFBI and ATF. Others
have experience fighting crime on the State and local level.
Their hard work for the past 2 years has resulted in a 220-
page report entitled ``Law Enforcement in a New Century and a
Changing World.'' We are here today to discuss their findings
and recommendations. Some are bold and thought-provoking, while
others are just common sense. The Congress and the
Administrationshould carefully examine these recommendations.
The Report challenges Federal law enforcementto better
prepare for the increasing threat of terrorism and computer-
related crime. At the same time, we must make certain that all
financial and white collarcrime is a top priority for the New
Century. After all, money is the motive for most crime. We must
make certain that any effort to increase the Attorney General's
authority does not reduce the importance of other law
enforcement missions.
Also, the Report found that Federal law enforcement differs
considerablyin its recruitment, training, and even policies.
Further, some of the more far-reaching suggestions, such as
merging the DEA and ATF enforcement into the FBI, have been
made before, and concerns were raised at that time. I have some
personal reservations about this approach, but will certainly
keep an open mind.
The Report also has reached some encouraging results,
including that Federal officers are dedicated professionals and
that the American public is not fundamentally distrustful of
law enforcement.
I have always believed that the American people have the
right to expect that theFederal Government's resources are
used in the most efficient way possible in fighting crime. We
should make every effort to limit duplication and turf battles,
and promote open lines of communication and a cooperative
spirit.
In the US, one cannot distill any spirit without federal licensing.

PART 19—DISTILLED SPIRITS PLANTS
Subpart A—General Provisions
§ 19.1 Definitions.
As used in this part, the following terms shall have the meanings
indicated unless either the context in which they are used requires a
different meaning, or a different definition is prescribed fora
particular subpart, section, or portion of this part:
Accurate mass flow meter. A mass flow meter for making volume
determinations of bulk distilled spirits. A mass flow meter used for
tax determination of bulk spirits must be certified by the
manufacturer of the meter or other qualified person as accurate within
a tolerance of plus or minus 0.1 percent. A mass flow meter used for
all other required volume determinations of bulk spirits must be
certified by the manufacturer of the meter or other qualified person
as accurate within a tolerance of plus or minus 0.5 percent.
Administrator. The Administratorof the Alcohol and Tobacco Tax and
Trade Bureau, the Department of the Treasury, Washington, D.C., or a
delegate or designee of the Administrator.
Alcoholic flavoring materials. Any nonbeverage product on which
drawback has been or will be claimed under 26 U.S.C. 5111-5114, and
any flavor imported free of tax which is unfit for beverage purposes.
This term includes eligible flavors but does not include flavorings or
flavoring extracts manufactured on the bonded premises of a distilled
spirits plant as an intermediate product.
Application for registration. The application for registration of a
distilled spirits plant that is required.
