Extra Judicial Activity of Civil Rights in Term Harrassement allowing Ralph Brown Act
The Law Lbrary email address is <a href="mailto:lawlibrary@stanislauslawlibrary.org">lawlibrary@stanislauslawlibrary.org</a> it didn't fit above - the complaint has to do with The Ralph M. Brown Act of a closed meeting called a Closed session involving funding and changes in rules of conduct without a Public Form - the funding is listed in Action Items involving the discarding of Federal Rules of Decisions and replacing them with `West Law` without a open bid to do so. Also a reserve involving over $100,000.00 - the building was closed to the Public on April 7, 2011 from 8 am to 10 am, that I had to go to the County administrator to open up the Building on the 7th of April - the day after the closed action of Item 7 and item 8 on the Agenda Wednesday April 6, 2011 12 noon and the prior Broad of Trustee Meeting listed a Qurum but three trustees where missing and the President of The Broad acted on his own to built a Qurum before the having a full 4 of 7 vote as in his chusing to build the Qurum removing himself leaving absent 3 members and He `President` rule without second left a failed Qurum to approval of new Insurance by other persons present in March Agenda, and notice that Guy Perea is in suite of The Broad of Trustee - that Librarian Janice Milliken seeking personal exception without Law Enforcement or Public Safety involved.
